【环球网军事4月27日报道】“中国首艘国产航母下水，有人欢喜有人忧”，“德国之声”26日称，中国首艘国产航母下水的消息令国内媒体和网民群情激动。但也有人感到担忧。美国兰德公司中国军事问题专家查斯称，外界很可能把新下水的航母“视作中国想要成为地区最强国家的又一证据”，这尤其令印度担心。虽然印度拥有航母的历史非常久，但是其建造航母的进展极其缓慢，水平比较落后，相比之下，中国航母发展可用“突飞猛进”来形容，“因此听到中国航母走在它前面，印度便紧张不安。”26日，印度主流媒体都十分关注中国国产航母下水。《印度时报》以“中国制造航母10大看点”为题，从设计、命名等方面全面介绍了新航母。新德里电视台网站感慨，“在印度仍在努力的时候，中国航母已经下水”。 许多印度媒体转载彭博社一篇题为“中国新航母应该让印度忧心”的文章。文章认为“中国第二艘航母的下水，对于印度是一个重要而令人沮丧的时刻”。在航母方面，中国对印度取得了二比一的优势，印度现在只剩下一艘航母。报道称，印度的问题不是缺钱，而是缺乏深谋远虑和政治勇气。在日本，NHK称，中国今后将继续推进建造国产航母，未来至少建造4艘航母，扩展海军活动范围，包括日本在内的周边各国将对推进海洋扩张且增强军事实力的中国的担心声音扩大。《日本经济新闻》的相关报道则企图缓解人们的“担忧”。报道称，中国首艘国产航母还未对日美构成严重威胁。目前中国海军反潜能力与日美相比差距甚大。即便在不测事态发生时中国派出航母，也很容易受到日美潜艇的攻击。
如果说日本媒体只是“担忧”，那么日本网民的评论则充满了“羡慕嫉妒恨”了。在《读卖新闻》相关报道后的留言区充满了诸如“中国国产航母只是将对世界来说很老的东西进行拷贝”，“日本在80年前就造了10艘以上”之类的话。这样的评论令少数客观的网民看不下去，称“评论区变成嫉妒的风眼了”。有网民称，“中国正在坚实的积蓄建造航母和运用的技术。上海正在建造中的(第三艘航母)才是‘本命’，那艘航母的起飞方式和动力让人在意。”在26日中国外交部和国台办的记者会上，都有人问到国产航母。在国台办记者会上，有台湾记者问，大陆第二艘航母下水，未来新航母会不会仍像第一艘航母辽宁舰一样绕行台湾，进行例行训练？对此，国台办发言人马晓光表示，“我为我们国家在国防和军事现代化建设方面取得的伟大成就而感到自豪。这有助于增进我们维护国家主权和领土完整，维护中国重大核心利益的能力。”外交部发言人耿爽则表示，中国发展包括海军在内的国防力量，目的是为了维护国家的主权、安全和发展利益，是为了维护世界和平。
