在公司工作20年左右，公司一直以来工资都分为两部分，其中一部分以住房公积金的名义但事实上是直接发到个人帐户上，员工实际根本没有住房公积金的帐户，现在公司为规避法律责任，按规定缴纳住房公积金，但是不是按之前所说的两部分为基数来计算，而是直接将以前直接发到个人帐户的一部分转到公积金帐户去，员工认为应该以实际这两部分为基数为交，但是公司不同意，说以前实际上交了，只是给了员工而已，员工则认为公司此行为是变相的降低了员工的收入，请问公司这样做合法吗？

这个是不合理的，如果实际并不存在公积金账户，那么视同工资。按此基数进行缴纳。但同时还需要参考劳动合同上的说明。
