日 10:42来源：新华国际&&&&原标题：意大利为何要举行修宪公投连日来，西方媒体密切关注意大利将于本月4日举行的修改宪法全民公投，臆测这次公投结果可能会给意大利带来“震撼效果”，甚至将其渲染为“退欧公投”。& &&意大利为何要举行修宪公投？公投内容是什么？意大利国内各界怎么看？【为何要举行修宪公投】自1945年至今，意大利已先后有60多届政府上台执政。政府的频繁更换导致意大利政令不畅，立法难以通过，经济停滞不前。近年来，先后有多位意大利政界人士呼吁对现行政治制度进行改革。目前，意大利议会众议院和参议院的立法权相同，所有立法都要经两院批准，这就出现立法法案在两院“踢皮球”，长期通不过的现象。改革后，立法基本上由众议院审批，参议院的作用大大减少。实际上，修宪改革法案已于今年4月在议会两院通过，但赞成票没有达到法案能够实施的三分之二多数票。意大利宪法规定，修宪法案如果没有获得三分之二多数票赞成，则必须由全民公投来决定。因此，要推动这项改革，总理伦齐别无选择。& &【公投内容是什么】伦齐此次提出修宪改革的核心内容是对现有的议会两院制进行改革，主要包括削减参议院权力，提高立法效率，加快立法进程。具体做法是将目前参议院议员的席位从315个减少到100个，同时改变过去参议院议员由直选产生的做法，改为由政府直接从全国20个行政大区议会中甄选。支持修宪改革的意大利经济学家朱塞佩·萨科认为，意大利政坛的问题积重难返，不改不行。这次修宪公投的目的，就是要通过对宪法的一系列改革，使政府的运作更加稳定和有效率。【意大利国内怎么看】目前，赞同修宪派认为所有涉及修宪改革的内容都是要使意大利的政治运行机制更有效率，而反对派则认为改革内容去除了“体现民主”的“制衡原则”。由于经济增长乏力、高失业率和银行业存在严重问题，伦齐政府和执政的民主党民意支持率一直在下降。& &&锡耶纳大学政治学教授卢卡·威尔兹凯利说，无论公投结果如何，伦齐都必须迎接新的挑战，伦齐必须推出其他可持续的深化改革措施，证明现政府的执政能力。萨科认为，公投若能通过，将给意大利带来希望。公投如果未通过，意大利可能会出现短暂的政坛不稳，也会对市场有所冲击，但不会有很大影响。萨科指出，媒体渲染意大利可能因此脱欧根据不足，脱欧不是意大利的选项，意大利在欧盟内受益很多，脱欧不符合意大利的利益。但不容忽视的是，无论是意大利还是欧盟，都面临着亟待改革的艰巨任务。（记者王星桥，新华国际客户端报道）
