来宾残疾人事业“十二五”规划圆满收官
　　来宾市残联成功争创全国残疾人体育先进单位；顺利通过国家审批建设市残疾人康复中心……3月30日上午，记者从来宾市残联第三届主席团第四次全体会议暨2016年残疾人工作会议上获悉，2015年，来宾各级残联大力推进残疾人事业发展，实现来宾残疾人事业“十二五”规划圆满收官，成效显著。
　　2015年，来宾全面开展残疾人基本服务状况和需求专项调查工作，完成数据采集6.58万人，数据录入和复录100%，成为全区第一个完成残疾人专项调查工作的地级市；共筹措和发放补贴资金721万元，帮助1.5万残疾人享受残疾人护理补贴，帮助1830名智力、精神和重度残疾人提供托养服务；争取中央财政资金1千万元用于建设市残疾人康复中心，项目已于去年底动工，预计2017年完工投用。此外，帮助3.6万残疾人圆养老梦、康复梦、读书梦、就业梦、安居梦和脱贫梦。
　　来宾市委副书记张亚楠在会上要求，来宾各级残联要突出重点，不断强化工作举措，推动残疾人事业快速健康发展；要加强领导，重视关心残疾人工作，将残疾人事业纳入党委、政府重要议事日程和总体规划，认真研究解决残疾人工作中遇到的困难和问题；要建立健全残疾人服务机构，为残疾人提供就业、康复、托养、辅具适配服务的基层单位，让残疾人的康复、教育、就业、托养等民生问题得到有效保障；要落实好残疾人基础设施建设用地，全力抓好项目建设，夯实残疾人服务设施，增强服务能力。

12月6日，广西来宾市兴宾区盲人按摩中心一楼大厅里聚集了百多名缺肢残疾人。原来，广西残疾人辅助器具中心的工作人员下乡服务，免费给这些符合条件的缺肢残疾人进行假肢取膜、制作假肢。
右腿截肢的谭江宾坐在椅子上，静静地看着假肢技师给自己的断腿进行骨性标记、测量尺寸、石膏绷带取膜。20年前，因一场车祸，他失去了半条右腿，只能依靠假肢行动，至今已更换了近10个假肢。“这个假肢也用了4年了，现在又能换新的，很及时，真好。”潭江宾指着卸载一边的右腿假肢说道。得知6日统一在来宾进行免费假肢取膜制作假肢，他一早就从合山赶来。20多分钟后，假肢技师顺利完成了潭江宾的假肢取膜，大约一个月后，他就能拿到新的假肢。
广西残疾人辅助器具中心服务指导科科长周建勋告诉记者，今年自治区制定了《广西壮族自治区农村残疾人扶贫开发工作方案》和《广西贫困成人残障者康复工程假肢矫形器服务项目实施办法》，进一步加强扶贫项目实施，为贫困肢体残障者提供切实有效的康复服务。今年来宾、百色、崇左、河池四个地市是重点城市，来宾市获得贫困成人下肢残障者免费适配大小腿假肢90例，平均每例补贴10000元。此外，还有“七彩梦项目”等多个项目免费为肢体残疾儿童、成人等对象制作假肢矫形器，来宾是此次假肢取膜行动的首站。
来宾市残联康复科兰宇燕介绍，今年9月份，残联部门开始对全市缺肢残疾人进行筛查，全市共有140例缺肢残疾人符合条件，当天也都一一通知到现场取膜。
