日起施行的国务院《居住证暂行条例》规定，公民离开常住户口所在地，到其他城市居住半年以上，符合有合法稳定就业、合法稳定住所、连续就读条件之一的，可依照条例的规定申领居住证。西安如何落地此项条例，其中居住半年以上如何理解，居住证该怎样申领？昨日我市警方作出最新解读。
急需申领 提交证明材料即可
根据《居住证暂行条例》和省公安厅通知要求，结合西安实际情况，2月1日至7月31日期间，对急需申领居住证的，就居住半年以上条件，不再要求先办理居住登记且满半年以上才能申领居住证，只要能提交有关材料证明在本市实际居住满半年以上即可申领居住证。
本市实际居住满半年以上证明材料是指：在本市实际居住房屋的房产证，租赁合同（协议），所在单位、就读学校、社区（村）或者物业服务管理机构出具的证明等。
这15类情况 按急需申领居住证办理
依据《居住证暂行条例》和《陕西省流动人口服务管理办法》中规定的居住证持有人在居住地享有的基本公共服务，确定以下15类情况按急需申领居住证办理：办理义务教育的；办理基本公共就业服务的；办理参加社会保险的；办理政府保障性住房的；办理出入境证件的；办理居民身份证补换领的；办理机动车登记的；办理机动车驾驶证的；办理基本公共卫生服务和计划生育服务的；办理参加职业资格考试和申请授予职业资格的；办理公共文化体育服务的；办理法律援助和其他法律服务的；办理参加社区组织和有关社会事务管理的；办理政府部门提供的各类免费培训的；办理政府提供的其他公共服务的。
急需申领居住证 应提交这些材料
急需申领居住证应当提交的材料有：1.申领人有效身份证明材料，包括居民身份证、户口簿、护照、机动车驾驶证、户籍证明等；2.申领人急需居住证在本市办理有关事项的证明材料；3.申领人实际居住满半年以上的证明材料，包括在本市实际居住房屋的房产证，租赁合同（协议），所在单位、就读学校、社区（村）或者物业服务管理机构出具的证明等。以上材料经派出所民警调查核实，情况属实的予以受理。
申领居住证是免费的
未满16周岁的未成年人和行动不便的老年人、残疾人等，可以由其监护人、近亲属代为申领居住证。监护人、近亲属代为办理的，应当提供委托人、代办人的合法有效身份证件。除此以外，申领居住证必须本人办理。
此外，记者了解到首次申领居住证，免收费用；换领、补领居住证，缴纳证件工本费15元。办理居住登记、居住地址变更登记、居住证签注等不收费用。
