小区物业难解业主养狗之困 天台将出台犬类管理办法

近日，天台一位姓王的市民打进本报热线称，他家住在天台名士苑小区，小区的地段、环境都很好，&只是一些住户喜欢养狗，半夜里狗突然叫起来，常把我吵醒。&王先生说，个别住户有时还不拴链条，让狗出来乱跑，听说前几天有人被狗咬伤了。因此，王先生咨询，有没有好办法能使小区业主规范养狗。
　　小区物业：不能禁止业主养狗，只能劝把狗拴好
　　6月26日，记者来到天台名士苑小区。小区物业一名姓何的负责人证实，前几天确有一名保安被狗咬伤。
　　何先生告诉记者，事情发生在6月25日早上6点多，当时他还没上班，之后听工作人员说，一名保安巡逻到28幢楼时，一只小宠物狗跟上去在他右腿咬了两口，接着又冲上去咬了左腿两口。&前两口没咬出血，后两口就出血了。&
　　何先生说，据当事保安回忆，当时狗主人看到后立即上去把狗抱回去，并让伤者先用自来水冲洗，随后开车送他打疫苗。&这位业主是位30多岁的女士，当时态度比较好，所以保安也没有其他赔偿要求。&
　　不过，让何先生担心的是，如果下次发生此类事件，那该怎么办？
　　当日下午，记者从这名受伤的保安处了解到，咬人的小狗当时没有拴铁链。
　　何先生告诉记者，据他了解，咬人的小狗打过疫苗。&目前整个小区大约有4只宠物狗，我们不能禁止业主养狗，只能劝他们把狗拴好，别让它乱跑。但如果业主不履行，我们也没有办法。&
　　市狂犬病预防控制协调小组：相关犬类管理办法将出台
　　6月27日，记者致电市狂犬病预防控制协调小组，希望了解目前针对小区业主养宠物的相关规定。
　　市狂犬病预防控制协调小组办公室主任王如兴介绍，目前省内还没有明确的规定，只在相关通告、条例里提到小区要求圈养，不能放养，小狗必须要打防疫针。
　　王如兴说，因为去年底杭州萧山发生小女孩被自家狼狗咬死事件，所以相关部门现比较重视养狗问题。&相信相关的犬类管理办法会尽快出台，到时就会明确相关执法部门。&
　　王如兴介绍，到去年年底，台州全市已有宠物狗27万多条，狂犬病死亡病例近几年则在不断减少，去年已经达到零死亡。不过，被狗咬伤到医院就诊的人数倒在增多，去年全年共有8万多人打了狂犬疫苗。
　　王如兴说，能实现这样的目标，主要因为台州这几年做了一些从源头上预防狂犬病的工作。&全市9个县(市、区)已全部实行犬类强制免疫，注射疫苗的钱全部由政府埋单，去年全市宠物狗的打针比例已达到82%。另外，市民圈养犬只、被狗咬伤立即就诊的意识也在不断提高，所以今年上半年延续了去年的好趋势。&
