两前任落马 李雅到任内蒙古银行董事长

　　【财新网】（记者 吴红毓然）三个月左右，两任董事长均“落马”。财新记者向多位知情人士了解到，继任者为内蒙古金融办主任，目前已到任。
　　2013年8月，内蒙古银行董事长更替。时任内蒙古银行行长的，接任，出任内蒙古银行党委书记、董事长。
　　日，内蒙古银行原党委书记、董事长杨成林以涉嫌受贿罪，被内蒙古自治区人民检察院逮捕。岂料三个月后，10月13日，姚永平亦因涉嫌受贿罪、违法发放贷款罪被立案侦查。
　　当地一位监管官员表示，连续两位董事长被抓，对内蒙古银行影响较大，“人心惶惶”。出身金融办的李雅去接任，能起到“政府部门人员去督促、改善该行管理”的作用。
　　多位接近内蒙古银行人士对财新记者表示，杨成林系离任审计时被查出问题。前述人士还指出，姚永平是被杨成林供述出来的，属于“拔出萝卜带出泥”。
　　10月21日，内蒙古检察院官方公布，阿拉善盟检察分院决定逮捕一涉嫌向杨成林行贿的犯罪嫌疑人。内蒙古检察院表示，为得到内蒙古银行贷款，嫌疑人送给时任内蒙古银行董事长的杨成林价值900万元的某公司股份。
　　犯罪嫌疑人郭某某系内蒙古隆聚园房地产开发有限责任公司、建亚煤炭设备有限责任公司经理。工商资料显示，内蒙古隆聚园地产开发公司注册金3001万元，股东为两位自然人，郭建亚为大股东，持股99.5%；韩丽媛持股0.5%，并担任法人代表。
　　从内蒙古银行成立之初，行领导一直是“杨姚配”。一位内蒙古银行人士认为，论银行经营和管理水平，杨成林水平更好一些。据公开资料，杨成林任内获誉无数，被评选为第五届内蒙古年度经济人物，2007年中国城商行年度人物等。
　　杨成林今年62岁，毕业于哈尔滨电工学院大学，历任内蒙古人大民族委员会办公室秘书和副主任，央行内蒙古分行办公室副主任、主任，1998年担任呼和浩特市商业银行（现内蒙古银行前身）筹建办主任，1999年出任呼和浩特市商业银行董事长，并担任董事长长达14年。
　　姚永平今年51岁，内蒙古昭乌达盟师范专科学校毕业，大专学历，工商管理硕士学位，经济师。据内蒙古银行年报显示，他参加金融工作也有24年。其担任行长期间，主要负责经营管理与人力资源。
　　接任者李雅，女，58岁，中央党校函授大学学历，注册会计师，中共党员，2011年9月出任内蒙古自治区金融办主任。业内人士认为，李雅颇为能干，到任内蒙古银行后，已迅速开展工作。
