　　开车去加油，加油站不收现金？购物，只能扫码支付？这些都是违法行为。现金使用便利程度与人民幸福感、获得感息息相关，今年以来，人民银行石家庄中心支行在“我为群众办实事”实践活动中，强化为民服务理念，把整治拒收现金工作作为改进金融服务、优化营商环境的重要措施来抓，不断提升社会公众对现金服务的满意度和获得感，取得明显成效。截至2021年11月底，该行共完成拒收现金处罚6起。其中水、电、加油站等便民服务机构处罚3起，商超、医院、保险等民生领域处罚3起，有效遏制了拒收现金违法行为，起到了良好的教育效果。
　　《中华人民共和国人民币管理条例》规定“中华人民共和国的法定货币是人民币。以人民币支付中华人民共和国境内的一切公共的和私人的债务，任何单位和个人不得拒收。”因此，商家拒收人民币现金属于违法行为。今年，人民银行石家庄中心支行加强了整治“拒收现金”工作的宣传，通过线下深入城市、农村发放宣传资料和讲解、线上依托互联网和手机等新媒体方式，普及相关知识；创新编制了面向收款单位的宣传资料，要求商业银行主动到开户单位逐一签署政策告知书。截至11月底，全省开展各类宣传活动105145次，合计受众人数达543.55万人，普及拒收现金危害和后果，增强公众维权意识。
　　同时，建立网格化管理，发挥银行业金融机构主体作用。组织各商业银行分支机构按照网点分布或账户业务划分责任区，建立网格化管理，实现商业银行网点对开户单位和周边经营主体的全覆盖。截至11月底，全省共建立网格10107个，其中746个网格与当地政府部门建立了协同机制，共辅导中小商业企业44609家，小商小贩111440家，参与人数超过55万人次，从收款源头阻截拒收现金违法行为。开展回访调查，确保收到过公众投诉线索涉及场景整改到位；开展暗访调查，特别是公众高频现金使用场景和涉及民生类的场景；开展精准调查，对重点单位进行清单式管理，持续关注。
　　人民银行石家庄中心支行提醒广大公众，如发现拒收或者采取歧视性措施排斥现金的，应妥善保留相应的证据或线索，通过政务热线、消费者权益保护等各种渠道进行投诉、举报，人民银行将会同有关部门及时处理。

拒收人民币是违法的，可能将面临行政警告等处罚。根据中国人民银行发布的公告，对于存在拒收或者，采取歧视性措施，排斥现金等行为，应进行整改，如果在一个月整改期限届满后仍然存在上述行为的，由中国人民银行分支机构同有关部门予以查处。
