印度第一次租核潜艇要从上世纪80年代说起，当时印度正在加紧发展核武器，和巴基斯坦进行核竞争，尽管核弹还没出来，就已经幻想三位一体核打击了。那时候印苏关系很好，印度很快就从苏联租到一艘670型巡航导弹核潜艇，命名为“查卡拉”号。离开印度海军的只是俄罗斯核潜艇，人员和其他设备都将留下。印度从俄罗斯租借的“查克拉”号(原俄罗斯“阿库拉”级)多用途攻击核潜艇潜伏在距离果阿海岸200公里外的海域,模拟搜索猎杀中国核潜艇和巴基斯坦常规潜艇等水下兵力。
