当前，农村土地承包经营权确权登记后，将给承包户颁发新证。新证上需登记经营权共有人以及有关情况，如，家庭成员，家庭成员与户主关系等。那么，哪些家庭成员属于共有人，需要登记在证书上呢？　　出嫁女 出嫁女在娘家取得承包地，在婆家未取得，或出嫁女在娘家和婆家均未取得土地承包权，那么，出嫁女应登记在娘家还是婆家的权属证书上呢？　　就此问题，省农委农经总站副站长秦仲华给出答案：确权登记人口，以现有家庭人口为准。如果出嫁女在娘家取得承包地，在婆家未取得的，或娘家婆家都未取得的，出嫁女可选择登记在娘家或婆家权属证书上，但只能登记在一方，不得重复登记。　　如果出嫁女在娘家取得承包地，娘家人全家人口均已死亡的，出嫁女可享受承包户权益，娘家的土地应登记在出嫁女名下。　　新增人口 我国土地承包法规定，增人不增地，减人不减地，人口增加了，承包土地不能调整。但作为家庭成员的新出生人员，是否也应登记在这次确权登记的新权属证书上呢？　　对此，我省有关文件规定，二轮承包期内的新增家庭成员，虽没有承包地，但也一并作为共有人，登记在新的证书上。　　全家迁出 承包期内，承包户全家户口迁入城镇，且户口转为非农业，但目前他们仍有承包地，此次是否要给这部分人群确权登记且颁发证书呢？　　土地承包法对此规定，全家户口迁入到未设区的城市，他们仍能享有土地承包经营权，承包地不需要退还给村集体，因此，此次登记，应根据承包方的意愿，给予确权登记颁证。　　进城工作子女 农村子女，考上大中专院校，毕业后留在城市，且个人户口迁入城市，他们中有的在小企业打工，有的进入了政府、事业单位工作，但他们在老家仍有承包地，他们应不应该登记在新的权属证书上呢？　　对此，秦仲华告诉记者，农民子女大中专院校毕业后，考取了国家机关、事业、国企等单位，他们已不是原集体经济组织成员，不能再作为共有人登记。如果毕业后在小企业打工或自谋职业，工作收入不稳定，为体现承包土地的基本保障功能，可作为共有人确权登记。　　离婚夫妻 双方离婚后，双方达成了承包地分割协议，两人都分到了承包地。之后女方再婚嫁到外地。这种情况，该如何确权登记呢？　　秦仲华说，双方离婚后，女方再婚，不论嫁到哪里，只要当初田地分割清楚无争议的，就应按家庭分割后土地协议登记确权，如果双方有争议的，等调处好后再确权登记。　　大中专学生 承包户家子女考上大中专院校，且户口转到学校，在校期间一般以集体户性质管理，他们是否也应登记在权属证书上？　　有关法规规定，大中专学生仍然以农村家庭经济收入来源为其基本保障，仍然是原家庭承包人口，有家庭成员资格，应登记在原家庭户中，但要在备注栏中予以说明。　　现役军人 农村入伍的义务兵和初级士官，复员后回农村，地方政府不负责安置，仍然具有原集体经济组织成员资格，应该登记在原家庭户中，但要在备注栏中加以说明。　　五保户 五保户死亡后无继承人，其生前出于赡养、医疗等原因，其承包地由亲属或他人种植的，可维持原种植现状，但不予代种人确权登记。本报记者 王明存The page is temporarily unavailable
